Most residential, commercial, and industrial buildings are required to install a fire fighting system in place. This is stated under the Fire Services Act 1988 and the Uniform Building By-Laws (UBBL) 1984 (Amendment 2021).
For example, a factory, steel mill, or palm oil refinery requires a hose reel system, fire sprinkler system, water spray system, foam system, gaseous system, pressurised hydrant system, fire detection system, indicator alarm system, public address system, fire intercom system, and fire monitoring system.
A fire fighting system should be inspected and maintained at least quarterly by a certified fire alarm specialist, in compliance with BOMBA guidelines.
Failure to install a fire fighting system will prevent the building from obtaining a fire certificate from BOMBA Malaysia, putting it at risk of incurring fines as a penalty. According to Section 33 of the Fire Services Act 1988 (as of 1 October 2018), building owners who fail to obtain a fire certificate may face penalties, including a maximum fine of RM50,000, imprisonment for up to 5 years, or both.
